Services Provided by the City Manager's Office

The City Manager serves as the Council-appointed executive manager of the City. The City Manager is responsible for the administration and implementation of policies and programs adopted by the City Council, for providing timely and accurate information to the City Council, and for maintaining a valuable communication link that allows the Orange City Council to formulate policy, set direction, adopt programs and projects, and establish City service levels. In addition, the City Manager oversees the City's Internal Audit program that was established by the City Council in September 1997. The Internal Audit program ensures that a comprehensive frame work of internal controls exists by monitoring contractor compliance as well as an on-going and in-depth internal review of each operating department.

The City Manager's Office is responsible for either administering and/or maintaining the following services:

Administrative Policy - This is the City's Policy & Procedures Manual.

Animal Control - The City Manager is the Liaison with the County of Orange/Animal Control, as such we are responsible for monitoring the contract with Animal Control. Issues with pets, strays, dead animals, etc., should be directed to Animal Control Services.

Cable Franchise - The City Manager's Office is the liaison to the cable provider, and is responsible for monitoring the Cable Franchise Agreement. If you have questions about the Cable Franchise Agreement, you may email Irma Hernandez; however, if you have issues with your cable service, please contact your cable provider directly (i.e., Time Warner or Cox Cable).

Cable Access Channel (Discover Orange) - This is the City's cable program for local residents and can be found on Channel (Time Warner only). Discover Orange provides important information regarding City events, news, public hearings, council agenda, job listing, live council meetings, as well video on various Public Service Announcement. It is the responsibility of the City Manager's Office to keep this information current. If you would like to have a city event added to channel 3, please contact

City Departments - The City Manager directly oversees the day-to-day operations of all City Departments.

Information Technology (IT) - The City Manager is the administrator of the IT contract. Currently the City of Orange contracts with ACS (Affiliated Computer Services) for citywide information technology support.

Internal Audit - This person is responsible for audits to determine the adequacy and effectiveness of the City's internal controls, department's compliance with city policies and procedures, and contractor's compliance with agreements entered into with the City. An annual audit plan identifying audits to be performed is reviewed and approved by the City's Audit Committee. If you would like to send the Internal Auditor an email, click on the title.

League of California Cities - This is an association of California city officials who work together to enhance their knowledge and skills, exchange information, and combine resources so that they may influence policy decisions that affect cities. The City Manager continues to ensure that his staff is kept up to date on import issues.

Legislation - The City Manager's Office monitors pending legislation as it impacts the City.

Media Relations - The Business and Public Relations liaison reports to the City Manager. This person is responsible for preparing press releases and other business and public related matters at the City of Orange. If you would like to send the Media Relations officer an email, click on the title.

Orange Unified School District (OUSD) - City/Schools Coordinating Committe - The City Manager's office acts as the liaison to OUSD. The Orange/City Schools Coordinating Committee was created to form a strong working relationship with enhanced communications by jointly working together to serve the common good between City, Schools and constituents; and is composed of representatives from the City of Orange, Villa Park, Anaheim, and OUSD. Meetings are held the 3rd Monday of each month and are open to the public.

Sister Cities - We are proud to be connected to five other "City of Orange" sister cities, which include France, Mexico, New Zealand, Russia and Australia. The exchange of students, businesspeople, politicians, police officers and medial personnel have allowed us to learn the life and culture of other sister cities.

In addition to these programs and services, the City Manager's Office also provides administrative support to the Mayor and City Council and responds to citizen and business requests for resolution of City service related issues.
