The Resource Center is designed to serve as a centralized location within the city for employers to recruit day laborers. It was created to help relieve some of the traffic safety concerns associated with the gathering of day laborers along busy, public streets and trespassing problems related to day laborers congregating on private property.

Resource Center staff assigns registered day laborers with employers using a number system. Although employers are encouraged to hire registered day laborers based on the number system, employers can interview potential workers to select those best suited for their specialized needs. Please note: The City of Orange requires day laborers utilizing the Resource Center to provide two forms of valid identification prior to being placed with an employer. Employers are required to check-in with the Resource Center staff prior to obtaining registered day laborers.
