In November 2010, a design team was assembled consisting of LPA, Inc., Secoy Architects and Choate Parking, to prepare design concepts for the project. Feedback from the public on three design options was received at a Community Open House held a year later on November 10, 2011. Based on input from the meeting, two aesthetic alternatives were chosen for review by the City's Design Review Committee.
