City Clerk

Role
The City Clerk is the local official who administers democratic processes such as elections, access to City records, and all legislative actions. The City Clerk acts as the compliance officer for federal, state, and local statutes including the Political Reform Act, the Brown Act, the Maddy Act, and the Public Records Act. We are committed to quality customer service and strive to ensure the City's legislative processes are open and public by providing a link between the public, the City Council, and the City organization.   

Responsibilities

Primary functions of the City Clerk Department include:
  • Preparing and posting of agendas and minutes. A complete City Council agenda packet is available for review on the Thursday prior to the Council meeting in the City Clerk's Office, after 4 pm, and here: City Council Agendas.
  • Publishing and posting notices of meetings, ordinances, public hearings, and other City business as required by law.
  • Maintaining the legislative history of City Council actions.
  • Administering the city-wide Records Management Program.
  • Maintaining the City's Municipal Code.
  • Managing and coordinating Council appointed boards, commissions and committees.
  • Serving as the filing officer for campaign and statement of economic interests filings.
Statement of Economic Interests - Form 700
The Orange City Councilmembers and City Treasurer are elected officers identified in Government Code Section 87200 and file statements of economic interests with the City Clerk's Office. Copies of the statements of economic interests filed by the below elected officers may be obtained by visiting the City of Orange City Clerk's Office located at 300 E. Chapman Avenue, Orange CA  92866; or the Fair Political Practices Commission (FPPC), 428 J Street, Suite 620, Sacramento CA 95814. The statements of economic interests for some state and local government agency elected officers may be available in electronic format on the FPPC's website at www.fppc.ca.gov.
