AB 1234 and AB 1661 Certificates
AB 1234 Ethics Traning
State law (California Government Code Section 53235), sometimes referred to as Assembly Bill Number 1234 (AB 1234), requires that if a local agency provides any type of compensation, salary, or stipend to, or reimburses the expenses of a member of its legislative body (as defined in California Government Code Section 54952), that local agency's officials must complete biennial training in general ethics principles and ethics laws. Local agency officials must receive the required training no later than one year from the first day of service with the local agency.
The following City of Orange legislative bodies* are required to receive the training:
- Planning Commission
- Design Review Committee
- Traffic Commission
*The Orange City Council is not required by State law to receive the training as they are not provided any type of compensation; however, many, if not all, of the Councilmembers have received the training and have a certificate on file.
AB 1661 Sexual Harassment Prevention Training and Education
State law (California Government Code Section 53237.1), Assembly Bill Number 1661 (AB 1661), requires local agency officials to receive sexual harassment prevention training and education within the first six months of taking office and every two years thereafter if the agency provides any type of compensation, salary, or stipend to those officials.
Certificates of Completion
When local agency officials receive the ethics training and sexual harassment prevention training, they will be given a certificate of participation. Copies of these certificates must be provided to the City Clerk. These certificates are public records and must be kept for at least five years.
