On April 23, 2019, the Orange City Council initiated the process of moving the City from at-large to district-based elections.The elections of November, 2020 will be the first conducted in the by-district system. In by-district elections, the City is divided into Council districts. Each voter resides within one of those districts, and participates in the election of one City Council member who must also reside in and be a registered voter of that district.

The Council approved the first reading of Ordinance 06-19, which adopts Amended Focus Map 138 and creates 6 voting districts for the November 2020 General Municipal Election, and every four years following. During the Orange City Council Meeting on 9/10/19, the Council held a Public Hearing to review and receive public comment on the Focus Maps (106, 110, and 122.) and their respective amended maps. After input from the public and deliberations by the Council, the City Council selected Map 135 (a variation of 106 and 122) for further consideration. The Council directed the City’s hired demographic consulting firm, NDC, to further refine Map 135. At their meeting on August 27, the Orange City Council received a presentation from the City’s hired demographic consulting firm, NDC, on a series of draft district maps. The maps under consideration included those submitted by the public as well as those prepared by NDC.
After closing the Public Hearing portion of the meeting, the Council then selected maps 106, 110, and 122 as the “Focus Maps” for further discussion and/or revision. Click here for more information.

The Orange City Council received a report on the feedback gathered at the first two districting community meetings on July 23, 2019. The Council adopted Resolution No.11178 specifying the criteria to guide the establishment of electoral districts and setting the deadline of August 29, 2019 for submission of amended maps by the public.
The next community meeting is Wednesday, June 26, 2019, 7 p.m. to 9 p.m. at the Shaffer Park Community Room, 1930 N. Shaffer St. The community meetings are intended to allow residents to provide input on the composition of districts, including such matters as communities of interest, neighborhoods, and where to locate district boundaries.
This meeting will be identical in scope and content to the one held at Grijalva Park on June 13. The meetings are intended to help shape the criteria used in creating the City’s draft district maps. The Orange City Council will hold three public hearings concerning the content of draft maps for city council electoral districts. The first reading of an ordinance to adopt district maps is scheduled for the September 10, 2019 City Council meeting. The second reading of the ordinance is scheduled for the October 8, 2019 City Council meeting. All three meetings will be held in the City Hall Council Chambers located at 300 E. Chapman Ave. beginning at 6 p.m.
