The City of Orange is mandated by the current federal National Pollutant Discharge Elimination System (NPDES) permit R8-2009-0030 to implement Storm Water Runoff Management Programs. These programs described in the Drainage Area Management Plan (DAMP) and Local Implementation Plan (LIP) strive to eliminate pollutants in our local water bodies.

Unlike discharges to the sanitary sewer system receiving treatment, discharges of pollutants to our municipal storm drain system can put our creeks, rivers and ocean at risk. The Storm Water Runoff Management Programs are designed to protect the water quality and beneficial uses of these water bodies.
