On April 30, 2024, the Orange City Council reviewed the draft strategic plan goals and objectives. After hearing public input and discussing the draft objectives, the City Council provided direction to staff that included:

• Including historical preservation as a Citywide goal.
• Including personnel succession planning as an objective.
• Including diversity in sales tax revenues as an objective.
• Including developing a citywide communication plan as an objective.
• Providing more specificity and actionable steps in the objective details.

City staff is continuing to meet with Kelly Associates Management Group LLC to incorporate these changes, and will bring a final proposed strategic plan after the FY25 budget has been adopted.
