Strategic Plan Update
The City of Orange is currently in the process of reviewing and updating its Citywide Strategic Plan to consider:
- Recent social and economic development activities
- Assess local and regional trends
- Examine current growth opportunities
- Introduce a series of goals and objectives the City will pursue
To start this process, a Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis was completed. A SWOT analysis reviews:
- An organization's internal/external factors
- What it needs to overcome
- What it can capitalize upon
- How to strategize and use this information to achieve its goals
At the March 11, 2024 Special City Council meeting, City Council reviewed the SWOT analysis each Councilmember completed and selected 5-6 goals/priorities.
By identifying key priorities, they’ve taken the initial step toward defining critical objectives for the next five years. Click on the "Opportunities" link for more information on the goals and priorities each Councilmember selected.

On April 30, 2024, the Orange City Council reviewed the draft strategic plan goals and objectives. After hearing public input and discussing the draft objectives, the City Council provided direction to staff that included:
- Including historical preservation as a Citywide goal.
- Including personnel succession planning as an objective.
- Including diversity in sales tax revenues as an objective.
- Including developing a citywide communication plan as an objective.
- Providing more specificity and actionable steps in the objective details.
City staff is continuing to meet with Kelly Associates Management Group LLC to incorporate these changes, and will bring a final proposed strategic plan after the FY25 budget has been adopted.
