To start water and sanitation services with the City of Orange we need a minimum of one business day to process your request. You will need to provide the following:
- Service location
- Applicant or company name
- Contact number
- Social Security number or tax identification number
- Driver's license number
- Mailing address (if different than service address)

Please note: An establishment fee is charged to all new accounts and appears on the first billing.
Stop Utility Services
To discontinue water service we need a minimum of one business day to process the request. We require verification information such as driver's license number or Social Security number in order to identify the responsible party and discontinue service.

Online Payments
Save time and pay online.
You can make a one-time payment, or register so you can make automatic payments via credit card or checking account, sign up for paperless billing, and manage multiple accounts.

Our drop box is located on Grand Street next to City Hall.
Bill Pay Service
When paying through your bank, use your full billing account number including the zeros and dash when setting up the City of Orange as a payee.
Bill Timing
Utility Bills are mailed every other month. You will receive six bills a year.
Payments are generally due within 30 days from the bill date. Payments received after the "Delinquent after date" are subject to a 10% penalty. If the bill remains unpaid after 60 days from the bill date the account is subject to disconnection and further service charges will apply.
Establishment Fee
Charge to initiate service.
Service Capacity Charge
Fixed expense based upon the size of the water service connection. This covers a portion of the cost for maintenance of meters, pipelines, wells, and reservoirs that supply water to the City.
Water Consumption Charge
Fee based upon metered water usage, measured and billed by units, (1 unit = 100 cubic feet = 748 gallons). Billing is calculated on a tiered rate structure. There may be a pass through cost per unit added to the rate.
Elevation Charge
Fee covers the electricity costs to pump water to higher elevation zones. Questions: (714) 288-2475.
Fire Service Charge
Fixed expense for non-residential properties with private fire service connections. Questions: (714) 288-2475.
Sanitation Services Charge
Sewer Maintenance fees cover costs for sewer maintenance and environmental quality related costs. Sewer Infrastructure fees cover City Council approved rehabilitation projects and sewer replacement costs. A fixed cost is charged based on residential class. A volumetric rate is charged for commercial class. The City-Wide-Street Tree Program is a fixed cost based on residential/commercial class. Questions: (714) 532-6480
Penalty Fee
10% charge is assessed to any unpaid balance 30 days after services are rendered.Delinquent Surcharge:Added to accounts that remain unpaid and are scheduled for disconnection.
Reconnection Fee
A fee charged to reconnect water after a delinquent disconnection.
Paramedic Subscription Charge (Voluntary)
If enrolled in the program, patients are not charged for unpaid paramedic balances.

Payment Arrangement
If you are unable to pay your water bill please contact our office or apply for a payment arrangement.
Payment Arrangement Application
You can only enter into one (1) payment arrangement for the duration of twelve (12) months. While under a payment arrangement you must continue to pay all future bills and any new balances can not be rolled into your original payment arrangement.

Low Income Household Water Assistance (LIHWAP)
The City of Orange participates in the LIHWAP program provided by the California Department of Community Services and Development. If your meet the income qualifications below you can apply for assistance for your water bill. To get more information about the program and obtain an application please visit their website.
