The City of Orange adopted a Building Security Ordinance in 1979 that was adapted from a California model security ordinance published the previous year. Much like the Building Code, the Orange Municipal Code 15.52 outlines specific security standards for all new commercial and residential construction in the city.

The Crime Prevention Unit takes part in every aspect of the development process including Staff Review, Plan Check and on-site inspections. In addition, Crime Prevention is available for security assessments of any home or business in the City of Orange.

Crime Prevention through Environmental Design (CPTED) is the implementation of design and effective use of the built environment to reduce the fear and incidence of crime and disorder. It also strives to elevate the quality of life for residents and visitors.

There are four key principles of CPTED:

1. Natural Surveillance
2. Access Control
3. Territorial Reinforcement
4. Maintenance

The Crime Prevention staff is available for consultation at any stage of development and to provide assessments on existing properties. Visit the Megan's Law website to see information on registered sex offenders pursuant to California Penal Code § 290.46 so that members of the public can better protect themselves and their families.

Neighborhood Watch is a crime prevention program which enlists the active participation of residents in cooperation with law enforcement to reduce crime in their communities. It involves:

• Neighbors getting to know each other and working together in a program of mutual assistance;
• Residents trained to recognize and report suspicious activities in their neighborhoods; and
• Implementation of crime prevention techniques such as home security, Operation Identification, etc.

Business Watch is similar to Neighborhood Watch instead helping businesses work together to prevent crime.
