Please be advised that permitholders will not be allowed to renew their STR permit and business license if there is unreported and/or unpaid Transient Occupancy Tax (TOT) on the account.
To complete your renewal, you will need to submit the following:
- Short Term Rental Permit Renewal Fee $250
- Business License Renewal Fee $230
- Good Neighbor Policy Proof of Notification

Good Neighbor Policy. The Good Neighbor Policy must be provided to all forward-facing and adjacent neighbors. Proof of notification must be submitted at the time of your renewal using the attached Good Neighbor Policy Acknowledgment Receipt form. You may also provide an alternative proof of notification such as a certified mailing.
Short Term Rental Diagram - OMC Section 5.94.040.B. – Application for Permit. A diagram of the short term rental structure or portion of the structure on the property is required.
Your monthly TOT remittance should be completed and paid by the last day of the following month. Please see the included TOT payment schedule. If late, a 10% penalty plus 0.5% interest per month will be charged.
It is your responsibility to ensure your guests abide by the Orange Municipal Code. The City of Orange provides a 24/7 contact number neighbors may call to file a complaint. Any noise disturbances or violations can result in fines and possible eviction, as well as fines and revocation of your STR permit and business license. A list of Minor and Major violations is attached for your reference.

What is Transient Occupancy Tax (TOT)?
TOT is a tax owed to the City by anyone who occupies a room for thirty (30) days or less within the City of Orange. This tax must be paid to the owner or the listing platform on behalf of the City of Orange. Taxable receipts INCLUDE, but are not limited to, nightly rents, weekly rents, standard cleaning fees, pet fees, internet charges, late check-out fees, and extra person fees. Taxable receipts EXCLUDE refundable deposits, platform fees, and any additional items included in a special package rate, such as resort tickets, or other recreational activity, or additional service subject to CA sales tax.
TOT is required to be collected commencing October 1, 2021 and remitted to the City on a monthly basis, regardless of STR permit status. If an STR booking was made prior to July 1, 2021, with TOT not included in the cost of the rental, it will not be assessed; however, TOT receipts are subject to audit.
