Does the short term permit automatically renew?
No. Short term rental permits expire one year from the date of issuance and must be renewed annually.
Is the short term rental permit transferable?
No. Short term rental permits are non-transferable.
Are there any required taxes for short term rentals?
Yes. All short term rentals must pay a transient occupancy tax (TOT). For more information, please visit the Short Term Rental TOT tab.
Are guests allowed to park on the street?
No. All vehicles of short term rental occupants shall be parked only in an approved driveway or garage on the short term rental property.
Is there a minimum night stay required for short term rentals?
Yes. All short term rental bookings require a minimum two-night stay.
Does the City of Orange have designated quiet hours?
Yes. Quiet time is between 10:00 p.m. and 9:00 a.m. so that no outdoor activity will disturb the peace and quiet of the neighborhood adjacent to a short term rental property or cause discomfort or annoyance to any reasonable person of normal sensitivity residing in the area.
How do I report a complaint about an existing short term rental property?

Transient Occupancy Tax is a tax owed to the City by anyone who occupies a room for thirty (30) days or less within the City of Orange. This tax must be paid to the owner or the listing platform on behalf of the City of Orange. Taxable receipts INCLUDE, but are not limited to, nightly rents, weekly rents, standard cleaning fees, pet fees, internet charges, late check-out fees, and extra person fees. Taxable receipts EXCLUDE refundable deposits, platform fees, and any additional items included in a special package rate, such as resort tickets, or other recreational activity, or additional service subject to CA sales tax.
TOT is required to be collected commencing October 1, 2021 and remitted to the City on a monthly basis, regardless of STR permit status. If an STR booking was made prior to July 1, 2021, with TOT not included in the cost of the rental, it will not be assessed; however, TOT receipts are subject to audit.
